Shirley Turnbaugh of Carroll County has demonstrated outstanding service, dedication, energy and passion for the program.  She is a club leader, served on Extension Council, Expansion & Review and her family participated in state-to-state  Wonders of Washington programs. She is innovative when thinking of new programs or activities for 4-H, and strongly believes in what 4-H has to offer and how it can make a child grow into a confident, strong adult. Carroll County is proud to honor Shirley!
